Delete security drafts straight from the table menu

Currently multi-selecting draft securities then hitting "delete" from the context menu only deletes a singular row instead of the entire selection. Should instead provide a "bulk delete" option. However, this correctly works for the delete button on the toolbar.

Update the tooltip on the toolbar bulk delete button as well. Use the dataRoomFilesTable.tsx context menu as a reference.
